This is a British Mark V steel helmet with a Mark IV liner. It is dated 1952, during Cold War era (9147-1991), by a stamp on the liner. The exterior of the helmet is painted olive green over a layer of black paint; the interior of the helmet is also painted black. The Mark IV liner was designed so the helmet could double as a wash basin. However, this liner was not highly stable and made mostly of oil cloth and foam material.1  The helmet also features an Mark IV elastic chinstrap.
